2. Declarations of Interest and Dispensations

3. Public Participation and Public Questions

5d. Market Town Co-Ordinator Update – 22-05-18
6 Thame Neighbourhood Plan Revision
To note that background work continues on establishing the best route forward re Neighbourhood Plan revision, all in a period of continued uncertainty. Initiatives include the workshop at the Annual Town Meeting, information sharing with John Howell MP, sessions with others in a similar boat (Henley & Harpsden / Woodcote / Sonning Common / Buckingham) along with meetings with various Land Agents / Owners / Developers. The existence of a 5.4 year land supply and the delays in the Local Plan have reduced the urgency. A meeting of the Local Plan Consultation Team on 12 June 2018 will endeavour to propose a way forward.
7. South Oxfordshire District Local Plan
The Neighbourhood Plan Continuity Officer continues to share commentary on progress towards the adoption a new Local Plan. To share any other relevant updates.
8. National Planning Policy Framework
To note the response provided by the Neighbourhood Plan Continuity Officer to the recent consultation on the draft revised National Planning Policy Framework.

9. Oxford – Cambridge Expressway
To note and share comment on any additional information established since the last Neighbourhood Plan Continuity Committee meeting, including the update following the meeting at Beckley Village Hall on 3 May 2018.
10. Affordable Housing / Community Land Trust
To note and share comment on any additional information established since the last Neighbourhood Plan Continuity Committee meeting, including feedback following the CLT Stage 1 Scoping exercise with Charlie Fisher from the Oxfordshire Community Land Trust on 30 April 2018.
11. Other Items to Note
a) To note that further face to face / e-mail discussions have been held with Westhall Estates / Rectory Homes / Cala Homes / Castle Family with regard to potential employment / residential / infrastructure development sites.
b) To note that support has been given to other organisations based on Thame’s expertise, including to University of Gloucester / Watlington / Aston Clinton / Bovey Tracey / Bishops Stortford.
c) To note that a further meeting was held with Lord Williams’s School to brief their chosen viability consultants.
d) To note that pre-application proposals from Hallam Land re a potential Health Hub for Thame are imminent.
e) To note that the Appeal by Churchill Retirement Living Ltd on the Thames Valley Police site that was rescheduled to 16/17 May has been further postponed.
f) To note that the Planning & Environment Committee recommended that Persimmon’s application to remove windows from various units be refused. It is disappointing that the hard work in getting the development right was being undermined.
g) To note that discussions have been held with the new (developer) owners of Park Meadow Farm House, to make clear the Town Council’s view that the allocation for Site D has been exhausted.
h) To note that the Council meeting on 8 May 2018 recommended that the planning application for a Care Home at Kingsmead Business Park be refused. The full response is attached and will be published on the planning portal.

i) To note that a response to the consultation on the SODC Sports and Leisure Strategy has been submitted, albeit after the closing date.

j) To note that SODC circulated a useful Planning Report on 16 April 2018 – including useful statistics on representation of Parish Councils at SODC Planning Committee meetings.
