1 Apologies for Absence
2 Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3 Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.
4 Minutes
To confirm as a correct record the Minutes of the Committee Meetings held on 22 May 2018.
5 Working Groups
To receive a report / update from the chairmen of:

6 South Oxfordshire District Local Plan
The Neighbourhood Plan Continuity Officer and Town Clerk continue to share commentary on progress towards the adoption a new Local Plan. To share any other relevant updates.
7 Thame Neighbourhood Plan Revision
To note that the Local Plan Consultation Team (LPCT) met on 12 June 2018, to discuss next steps with regard to the Local Plan and Thame Neighbourhood Plan Revision. There was a wide ranging discussion – with outcomes likely to lead to a full SWOT analysis, and identification of particular “Opportunities” to progress. This is likely to include an audit of current evidence base and identification of an over-arching consultancy to assist.
8 Oxfordshire Growth Board
To note that the Neighbourhood Plan Continuity Officer is preparing a response (in conjunction with the Local Plan Consultation Team and other Neighbourhood Planning Groups) to the Oxfordshire Growth Board consultation on a proposal to provide Oxfordshire councils with greater protection from speculative housing development, by the deadline of 12 July 2018.
9 Oxford – Cambridge Expressway
To note and share comment on any additional information established since the last Neighbourhood Plan Continuity Committee meeting.
To agree the text of a letter (subject to sharing on 29 June 2018) to the Department of Transport as suggested in the recent meeting with the Chairman of the Expressway Action Group.
10 Affordable Housing / Community Land Trust
To note that following receipt of an extremely positive Stage 1 Scoping report from the National CLT’s Technical Adviser, the Thame CLT is now able to proceed to Stage 2. A one day ‘Visioning’ Workshop will be held to firm up on the objectives of the CLT. It is hoped to hold the Workshop towards the end of July.
To share comment on any additional information established since the last Neighbourhood Plan Continuity Committee meeting.
11 Infrastructure Delivery Plan / Capital Project List
Further to the meeting of the Infrastructure Delivery Plan Working Group in April 2018, to consider a revised up-to-date Infrastructure Delivery Plan / Capital Project List, including the reallocation of S106 funds to an alternative lighting project at Chinnor Rugby Club.

12 Other Items to Note
a) To note that there is increasing concern from Moreton residents on the extent of proposed development within the village, as shared with Councillors on 15 June 2018.
b) To note that further face to face discussions were held with Hunter Page and others on 19 June 2018 with regard to a proposed development in Moreton, following feedback from Moreton Residents. Next step is likely to be a Planning Application.
c) To note that the Town Council provided a venue for Rectory Homes to discuss their Moreton proposals with Moreton Residents on 26 June 2018.
d) To note that support has been given to other organisations based on Thame’s expertise, including to Oxford Brookes University students and Tetsworth Parish Council.
e) To note that further communication has been received from Lord Williams’s School on the three key issues relating to the single site proposal and on their viability study.
f) To note that pre-application proposals from Hallam Land re a potential Health Hub for Thame are still imminent.
g) To note that the Neighbourhood Plan Continuity Officer awaits a rescheduled date for the appeal by Churchill Retirement Living Ltd on the Thames Valley Police site, hopefully in Thame. In the meantime a holding reply has been provided to communication from the appellant.
h) To note that following the response to the consultation on the SODC Sports and Leisure Strategy, a useful meeting was held with SODC representatives on 21 June 2016, clarifying the feedback and offering mutual support.
i) To note that the Neighbourhood Plan Continuity Officer will attend an SODC hosted workshop on Neighbourhood Planning on 11 July 2018.
j) To note that following the concerns expressed at the last meeting that the Town Clerk has arranged a meeting with the Chief Executive of SODC, on 1 August 2018.
k) To note that a meeting has been scheduled with Haddenham Parish Council, on 4 July 2018, to share knowledge in relation to Local Plans / Neighbourhood Planning next steps.
l) To note that the Town Clerk is working on a letter to the Housing Minister with regard to the conflicting time limitations in relation to Neighbourhood Plans.
