Outline planning permission (all matters reserved except for access) sought for demolition of existing buildings and development of 1511 sqm (gross) of offices within Class B1 and up to 129 dwellings within Class C3 and associated works. Full planning permission sought for erection of a 68 bed care home within Class C2 and associated access, vehicular parking, landscaping, ancillary infrastructure and other works.
To note the above appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application.
To agree that delegated authority is given to the Neighbourhood Plan Continuity Officer (NPCO), with the assistance of other Officers as relevant, to prepare and submit representations to the appeal on behalf of the Town Council.
To note Officers will also liaise with the District Council’s team assigned to the appeal.

To note the District Planning Authority has granted planning permission, the Town Council Objected to the planning application on the grounds that the land should remain open space and not enclosed.
b) To note the change of postal number locations for all flats on the development of Yeats Lodge, 1 to 41 (Cons Excl. 13, but including 12A and 12B), Greyhound Lane, Thame.
c) P19/S2485/HH – 41 Aylesbury Road – Amendment No.1 – New carport, replacing existing garage, and new garden outbuilding. Replacement roof finish to part of the main house. (Arboricultural Method Statement submitted 24 September 2019).
To note that having reviewed the amendment it is the Officer’s view that it would not alter the Town Council’s recommendation of No Objections plus Comments made on 3 September 2019.

Plus floodlighting, spectator stands and macadam pathways to an existing natural turf pitch. Plus spectator stands, turnstile and mobile toilet block within the main stadium (additional contamination information received 23rd August 2019 and 2nd October 2019).
To note that having reviewed the amendment it is the Officer’s view that it would not alter the Town Council’s recommendation of No Objections plus Comments made on 13 August 2019.
f) P19/S1596/FUL – Park Meadow Cottage, Thame Park Road – Amendment No. 2 – Alterations to layout of development and rights of access information and additional drainage details provided as shown on plans and supporting documents received 25th September 2019.
To note that having reviewed the amendment it is the Officer’s view that it would not alter the Town Council’s Objections of; overdevelopment, failure to provide affordable housing in line with recognised need, failure to provide a Thame-specific Affordable Housing and Dwelling Mix Strategy, out of character with the area and failure to identify bicycle parking. The Neighbourhood Plan Continuity Officer will write to the Planning Officer to reiterate the Town Council’s comments.
