6 Development off Elms Road by Rectory Homes

To consider a street name for the development off Elms Road by Rectory Homes.

South Oxfordshire District Council have advised that it is preferrable for the street name to not be a person’s name. The developer has put forward ‘The Crescent’.

 

7 For Information

a) Contrary Decision and Additional Information (Landscaping Plan) – P21/S4026/FUL – 14 Robin Gibb Road – Removal of the wall to the left of the rear garden to enable the exterior garden to become part of the rear garden. Plus construction of a wall (same height and construction as existing) near to the pavement with a return to the rear of the house, leaving a 60cm wide strip of land between the outside of the wall and the pavement for planting in accordance with other dwellings on the development. (Landscaping Plan received 28 February 2022).

To note that the landscape plan provides the planting arrangements as per the Town Council’s request and the Countryside Officer’s response confirms that impact on roosting bats is not reasonably likely. However, the proposal would result in a loss of public amenity space which forms an important part of the site’s landscaping scheme, and therefore it is considered that the Town Council’s objection should be upheld.

To further note that planning permission was granted on 18 March 2022.

b) Street Naming / Numbering – To note that addresses 18-20 Upper High Street, have been removed and the following addresses have been created: 19A, 20 and 20A Upper High Street (residential) and 18 and 19 Upper High Street (commercial).

c) Amended Plans – P21/S5361/HH – 8 Towersey Drive – Demolition of existing side extension with garage, erection of 2 storey front & side extension, single storey rear extension & loft extension. Widen existing dropped kerb & installation of block paving to enlarged driveway, patio to rear garden (As per amended plans submitted 8 February 2022 and amended internal layout to remove annex element submitted 14 March 2022).

To note that the latest amendment only address the internal layout and there is no change to the size, scale, layout or appearance, therefore it is considered that the Town Council’s objection made on 1 February 2022 on the grounds of poor design, overdevelopment and unneighbourly, is unchanged.

To further note that the consultation closes on 4 April 2022, so no further comments can be taken into account.

d) Lawful Development Application – P22/S1067/LDP – The White Lodge 15 Kings Road – Proposed single-storey rear extension.

To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.

e) Amended Plan & Information – P21/S4664/FUL – 84-86 Wellington Street – Installation for a new ventilation extract system to include a new galvanized steel flue to the north-west side elevation (Amended elevation plan and amended noise impact assessment received 23 March 2022).

To note that having reviewed the amended plan and information, Officers consider that it would not change the Town Council’s recommendation to support the application.

f) A329 Rycote Lane (Thame) Proposed 40mph Speed Limit – To note that at a meeting of the Delegated Decisions by Cabinet Member for Highway Management on Thursday 24 March 2022 the proposed 40mph speed limit on the A329 at Thame was approved. The Town Council responded to the consultation to request that the speed limit be 30mph.
