You are hereby summoned to attend a meeting of the Open Spaces Sub Committee on Thursday 25 May 2023, commencing at 3.30pm in the Upper Office (Thame Town Hall) for the transaction of business as set out on the attached agenda.

1 Apologies for Absence
2 Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3 Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

To confirm as a correct record the notes of the Open Spaces Working Group Meeting held on 23 March 2023.
5 Terms of Reference
To note the Open Spaces Sub Committee’s Terms of Reference as agreed at the Community, Leisure and Recreation Committee meeting held on 4 April 2023.
5. OSSC ToR (incl Elms Park) Mar 23 [PDF]
6 Elms Park
- To agree a draft scope for the new MUGA, play area, footpaths and performance area and potential weighting methodology.
- To note the updated project timeline.
- Funding – To receive an update on s106 funding.
7 Webster Close
To receive a planting proposal for a small piece of public open space on Webster Close and agree next steps.
8 Community Drinking Fountains
To discuss the provision of community drinking fountains and agree next steps.
9 Smoke Free Parks
To discuss a proposal to have smokefree play areas within Thame and available funding for signage from Oxfordshire County Council’s Smoke Free Community Fund.
10 Rycote Meadow
To receive a verbal update on the project to open up Rycote Meadow to public access.
11 Lenthall Green
To note a resident has erected a boundary fence to the rear of their property on public open space owned by the Town Council. A letter has been sent to the resident to request that the fence is moved back to its original position.
12 Wilding Areas
To note the annual survey of wilding areas is being undertaken by a group of volunteers on Tuesday 30 May 2023.
13 Date of Next Meeting
To agree the provisional date for the next meeting.
