The works include the removal of a damaged section of kerb, an existing raised section of kerb and an area of tarmac pavement. A new drop kerb longer in length will be installed and with new corresponding tarmac pavement sloped up to meet the existing car park tarmac finish to improve access for cars and vans wishing to enter the site.

a) Amended Plans/Description – P23/S0387/S73 – 2 Garden City – Variation of condition 2 (Approved plans) on application P20/S1777/FUL (Demolition of existing bungalow and erection of a 3-bedroom detached dwelling (Plot 1) and a 4-bedroom detached dwelling (Plot 2)) – to add air source heat pump to each dwelling and for the realignment of the footprint of Plot 2 as built.

To note that the application description has been updated to reflect the variations (heat pumps and footprint realignment) from the approved plans.

b) Amended Plans – P23/S1441/S73 – Oxfam 19 Cornmarket – Variation of condition 2 (approved plans) on application ref P22/S1790/FUL (Converting the vacant first and second floors into 2x one bedroom apartments and 1x two bedroom apartment) to include removal of the chimney breast internally, changes to the fenestration details and the installation of smoke vent over stairwell. (Amended by plans received 24 May 2023)

To note that having reviewed the amended plans, it is considered that they would not change the Town Council’s recommendation to support the application subject to no objection from the District’s Conservation Officer.

c) Committee Notification – P22/S4155/FUL – H & C Pearce & Sons Ltd Aylesbury Road – Full planning permission for the erection of 21 dwellings with associated parking, landscaping and open space (as amended by drawings and information received 1 March 2023).

To note this application was considered by South Oxfordshire District Council on 7 June 2023. Cllr Fickling provided representation on behalf of the Town Council.

To note that the decision notice has not yet been issued, however the District Council’s planning committee recommended that planning permission be granted, contrary to the Town Council’s recommendation to object.

d) Additional Information – P23/S1397/LB – Swan Hotel, 9 Upper High Street – Change of use from C1 (hotel) to C3 (dwellinghouse). Internal alterations and partial removal of roof to non-listed part of building to form external courtyard. (As amended by updated Application Form, serving notice and amplified by Heritage assessment received 31 May 2023).

To note that having reviewed the additional information, it would not change the Town Council’s recommendation to object made on 30 May 2023.

e) Additional Information – CM/0022/22 – Land To South East Of Hornage Farm, Bicester Road, Chilton – Erection of anaerobic digestion facility, comprising silage clamps, digestor tanks, lagoons, administrative buildings, landscaping and access. (as amended by additional information received 12th June 2023).

To note that having reviewed the additional information, Officers recommend that no further comments be made further to the original comments made on 29 November 2022 regarding highways impact.

f) Amended Plans – MW.0125/22 – Menlo Industrial Park, Rycote Lane – Demolition of existing canopy, partial demolition and alteration(s) to existing building. Provision of car storage racks and replacement hard surfacing (as approved under MW.0096/21), boundary fencing and gates. Provision of a new office building. All in connection with the use of the site for the augmentation, from the adjacent site, of auto recycling and end of life vehicles. (Amended plans received 5 June 2023)

To note that having reviewed the amended plans, Officers consider that the Town Council’s original comments made regarding planting screens and hours of operation remain relevant.
