3 Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

7 South Oxfordshire Local Plan 2032
On 27 June 2016 South Oxfordshire District Council (SODC) will be publishing (for a consultation period of 8 weeks – presumably 22 August 2016) its Local Plan 2032, Preferred Options document. This is the third stage in the preparation of the Local Plan 2032, following on from the Issues and Options and Refined Options stages. The Preferred Options document will set out the Council’s preferred strategy for development over the period 2011-2032 and will be more detailed than the previous two consultations.
10 Members and 2 officers of Thame Town Council attended a pre-consultation meeting with SODC on Tuesday 14 June 2016.
To consider any relevant outcomes of that meeting and agree the steps involved in responding to the consultation. This may include public meetings, creation of a short term working group and consideration of the impact on the current adopted Thame Neighbourhood Plan.

8 Vale of Aylesbury Local Plan
The clerk of Haddenham Parish Council has informed Thame Town Council of the draft Vale of Aylesbury Local Plan and highlighted its potential impact on Thame. The consultation period runs from 7 July 2016 to 5 September 2016.
To consider if / how a response is to be formulated for submission before the consultation deadline of 5 September 2016.

9 Towersey Neighbourhood Plan
Towersey Parish Council has submitted proposals to proceed with developing a Neighbourhood Plan for their Parish. The first stage of the process is to consult on the proposed Neighbourhood Area.
To consider if / how a response is to be formulated for submission before the consultation deadline of 8 July 2016.

10 Windfall spreadsheet
To note that Councillors and Officers have prepared a spreadsheet of committed and completed windfall developments since 1 January 2011 and to consider how the spreadsheet is to be kept up to date and validated for accuracy.

To note the discussion paper on a Thame Travel Plan as prepared by the RSA and comment as relevant.

To note that recruitment for a full time Neighbourhood Plan Continuity Officer (NPCO) has commenced and to receive any relevant update.
13 Market Town Co-Ordinator
To note that research has been undertaken into job descriptions, but that as yet, other priorities have prevented formal commencement of recruitment.
14 Neighbourhood Plan Update Newsletter
To note that as yet, other priorities have prevented formal commencement. The work may also be hindered by the resignation of the Community Project Officer.
15 Vibrancy & Vitality Study
To note that the final version of the Vibrancy & Vitality Study as prepared by Miller Research has been published on the Town Council’s website.
16 Burial Space Working Group
To note that an initial meeting involving Councillors Bretherton and Dixon has been set for 19 July 2016, immediately following the Planning & Environment Committee. Other volunteers are welcome.
