You are hereby summoned to attend a meeting of the Planning Committee on Tuesday 15 October 2024 at 6.30pm (maximum one hour) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

1) Apologies for Absence
To receive, note and agree apologies for absence.
2) Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

b) Pavement Licence Applications – To note the following pavement licence re-applications and that due to consultation period timings, Officers have responded with ‘no objections’ in line with responses submitted in 2023.
- What’s Cooking – PAV/26366/24 – Only change is the removal of the canvas barrier.
- The Thatch – PAV/26400/24 – No change.
- Nags Head – PAV/26424/24 – Only change is the removal of the pinewood planter.
8b. PAV.26366.24 – What’s Cooking 8c. P24-S2319-A Delegated Report
c) Amended Plans / Planning Decision – P24/S2319/A – 44 Upper High Street – Maintain the existing front and right-hand side advertisement fascia boards. (Development description amended 17 September 2024. Amended Plans received 17 September 2024 showing illumination removed from signage).
To note that amended plans removing the illumination on the fascia boards have been submitted. The case officer was unable to re-consult the Town Council and a decision to grant advertisement consent has now been issued under delegated powers as the application was not ‘called in’. Town Council Officers consider that the amended plans would have removed the Town Council’s objection and therefore this is not a contrary decision.
To further note that the Case Officer has advised that “The clock would require advertisement consent due to being positioned above the first-floor window. I made the agent aware of this during the course of the application and believe the enforcement case officer is following it up with the applicant.”

e) Enforcement Investigation Outcome – SE24/100 – 10 High Street, Thame, OX9 2BZ – Without consent the display of adverts on a listed building.
To note the update from the District Council’s Enforcement Officer: “A site visit confirmed that there was a breach and I liaised with the owner and advised that these needed to be removed. A site visit has now confirmed that these have been removed as agreed and a breach is no longer occurring. I will therefore close this enforcement case down. Thank you for making us aware of this case.”
