6) Proposed Parking Restrictions – Consultation

Oxfordshire County Council are consulting on making changes to on-street parking restrictions within the centre of Thame, in order to help manage residential parking whilst also improving access to amenities. The following changes are proposed (see consultation plans for locations and details):

  • No Waiting at any Time (double yellow lines) parking restrictions: Church Road, Ludsden Grove, Lupton Road, Church Road, and Chinnor Road.
  • Permit holder only bays on Church Road.
  • Shared-use (permit holder, or general 2 hour parking) bays on North Street.
  • Formalisation of the marked Disabled Persons Parking Place on Church Road.

To consider a response to the consultation.

 

7) Proposed Disabled Persons Parking Places (DPPPs) – Consultation

Oxfordshire County Council are consulting on providing additional ‘Disabled Persons Parking Places’ (and also remove ones no longer required). The proposals are being put forward in response to increased local demand for parking, specifically for those with a permanent and substantial disability such that walking is not possible or presents very considerable difficulty for distances more than 100m.

In Thame, the only proposed change is a new DPPP at Ireton Court (West side, outside No. 22)

10) For Information

a) To note the minutes of the Thame Conservation Area Conservation Committee’s meeting on 4 December 2024.

b) Consultation – Oxfordshire County Council’s Local List of Information Requirements

To note that OCC have updated their Local List of Information Requirements for validation of planning and related applications. It is a statutory requirement to update this list at least every two years.

Officers have reviewed the proposed changes which relate to bringing the list in line with local and national policy. Due to the consultation period ending on 2 December, Officers have submitted a response of ‘no comment’.

 

c) Lawful Development Application – P24/S3602/LDP – 7 Wellington Street – Erection of three outbuildings.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.

 

d) Enforcement Case – 41 Upper High Street – To note that following an observation from the Thame Conservation Area Conservation Committee, the Town Council reported the painting of 41 Upper High Street without listed building consent to District Council Enforcement on 14 November 2024.

 

e) Prior Approval Notification – P24/S3668/N5D – Avon House, 82 Wellington Street – Change of use from Class E Offices to Class C3 Residential (2 x 2 bedroom self-contained flats).

The notification seeks determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

 

f) Amended Plans – P24/S2855/FUL – 95a High Street – Hip-to-gable and dormer loft extension to the rear roof to turn the current flat into a 5 person HMO.(amended plans and additional information received 22 November 2024)

To note that Officers have reviewed the amended plans and additional information, and consider that they would not change the Town Council’s recommendation to support the application plus comments made on 15 October 2024.
