6) Appeal – APP/Q3115/W/24/3358187 – St Andrew’s Court, Wellington Street
St Andrew’s Court, Wellington Street – P24/S2464/FUL – Two proposed 3-bedroom new-build dwellings and associated car parking and amenity including bike and bin stores (updated and additional supporting documents received 9th August 2024).
To note that an appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application.
The appeal start date is 21 January 2025 and will be determined on the basis of written representations. All representations must be received by 25 February 2025. SODC have forwarded all the representations already made on the application to the Planning Inspectorate and the appellant.
To consider whether to submit a written representation and agree any further comments to add to the Town Council’s response made on 20 August 2024 to object to the planning application.

To receive an update following the results of the referendum on 6 February 2025.
8) For Information
a) To note the Thame Conservation Area Conservation Committee have not met due to lack of matters in the conservation area for discussion, however did submit some comments via email.

b) Lawful Development Application – P24/S4043/LDP – 5 Simmons Way – Certificate of Lawfulness for the proposed removal of existing single storey rear extension and replace with larger structure, internal alterations to existing kitchen, installation of downstairs WC.
To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.
c) Street Naming / Numbering – To note the erection of 1 new residential dwelling to be known as: 2A Horton Avenue, THAME OX9 3NJ.

d) Delegated Decisions by Cabinet Member for Transport Management – To note that at a meeting on 23 January 2025, Oxfordshire County Council approved proposed changes to parking restrictions in Thame. Thame Town Council supported these proposals at its meeting on 10 December 2024.
e) Committee Notification / Decision – 22 Cedar Crescent – P24/S3587/FUL – Demolition of an existing bungalow and replacement with a new self-build dwelling. Amplified by additional plan to show sections.
To note that the above planning application was considered at SODC’s planning committee on 29 January 2025. The Town Council supported the application (plus comment) at its meeting on 10 December 2024 and therefore did not submit representation as the District Council’s Case Officer’s recommendation was to grant permission.
To further note that planning permission was granted on 30 January 2025.
f) Amended Plans – P24/S3857/HH – 30 Orchard Close – Single storey rear extension.(as amended by plans received 29 January 2025).
To note that having reviewed the amended plans, officers consider that they would not change the Town Council’s recommendation to support the application made on 14 January 2025.
