You are hereby summoned to attend a meeting of the Planning Committee on Tuesday 11 March 2025 at 6.30pm (maximum one hour) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

AGENDA

1) Apologies for Absence

To receivenote and agree apologies for absence.

 

2) Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

 

3) Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work, or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

5) Planning Applications

a) To consider and agree a response for each of the following planning applications:

1952 – Thame Crash Repair Centre, Unit 1, Lupton Road

Erection of detached workshop building (following demolition of existing structure) (Retrospective).

b) To receive and approve the Officer’s recommendations for the following planning applications (these can be approved in bulk if no comments from the Committee):

1953 – 19 Pickenfield

Construct single storey rear extension.

1954 – 27 Oxford Road

Proposed ground floor single-storey rear extension, first floor extension above existing garage and changes to fenestration.

6) Appeal – APP/Q3115/W/25/3360314 – 42 to 48 Queens Road

P24/S1651/FUL – Demolition of 44 Queens Road and the outbuildings to Nos. 42. Proposed erection of 22 dwellinghouses (including 8 affordable homes) with gardens, car parking, garages, bin stores, and new estate road access. Closure of access onto Queens Road serving 46 Queens Road and re-arranged access off new estate road. Provision of garden area to 46 Queens Road. Re-arranged access to 42 Queens Road off new estate road and erection of new garage for No. 42.

To note that an appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application.

The appeal will be determined on the basis of written representations. All representations must be received by 24 March 2025. SODC have forwarded all the representations already made on the application to the Planning Inspectorate and the appellant.

To consider whether to submit a written representation and agree any further comments to add to the Town Council’s response made on 14 August 2024 to object to the planning application.

 

7) For Information

a) To note the Thame Conservation Area Conservation Committee have not met due to lack of matters in the conservation area for discussion.

 

b) Prior Approval Notification – P25/S0382/N5D – 24 Upper High Street – Change of use from Commercial, Business and Service (Use Class E) to Dwellinghouses (Use Class C3).

The notification seeks determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

 

c) Property Naming Notification – To note the erection of 1 new residential dwelling to be named: Dawn View, Moreton, OX9 2HW.

 

d) Consultation – Housing Allocations Policy Review – To note South Oxfordshire and Vale of White Horse District Councils are seeking views on proposed changes to the joint Housing Allocations Policy. The consultation has been circulated by email, and closes on 18 March 2025.
