Minutes of a Meeting of the Planning & Environment Committee held on 7 November 2017 at 6.30pm In the Upper Chamber, Thame Town Hall.

1 Apologies for Absence
Apologies for absence were received from Cllrs Cowell (Business) and Deacock (Holiday).
2 Declarations of Interest and Dispensations
There were no declarations of interest.
3 Public Participation and Public Questions
Mr Peters of 20 Southern Road spoke as the owner and thanked the Council for the opportunity speak.
He and his family had moved into the property in Southern Road just over a year ago but had lived in Thame for 10 years. He had discussed the plans to refurbish and extend the house with his immediate neighbours who were on board with the proposals. The house was built in the 1950s and the previous owner had lived in it since it was built. It was felt now was a good time to renovate and redecorate the property.
The proposals would provide a greener and more energy efficient home. To the exterior the traditional stone wall would be reinstated to compliment the Conservation Area, to act as a barrier to reduce street noise and help prevent the amount of litter currently entering in the garden. The extensions would provide a generous living space.
Mr Peters and his family enjoyed living in Thame and were looking forward to bringing the house up to date and to become a modern, sustainable family home.

7 Reports from Town Council Representatives
a) Transport Representative – Cllr Stiles reported that a public meeting had taken place in the Cross Keys Public House on 30 October 2017 to discuss the re-routing of the 280 / X8 bus service along Park Street and Chinnor Road to serve the new housing developments on Wenman Road.
Around 30-40 people attended along with two representatives from the bus company, Arriva and an officer from the County Council with whom Cllr Stiles and the Town Clerk had met earlier in the year. Residents raised concerns about the narrow pavements and pedestrian safety, particular for those walking to and from John Hampden Primary School in Park Street. On the positive side residents living in the area of Jane Morbey Road and Wenman Road were pleased to have a bus service linking them with the town centre and beyond.
Cllr Stiles had not heard officially but understood that changes to the route were being considered and it was a case of ‘watch this space’ for details. Cllr Stiles reported that the Officer from the County Council had made a public apology to the residents and Town Council for not being consulted before the tender for the new route was issued.
8 For Information
The items for information were noted.
The Neighbourhood Plan Continuity Offcer drew attention to amendments to planning applications P17/S2978/LB and P17/S3201/LB – 8A Upper High Street which included a more detailed Heritage Impact Assessment as requested by the District Conservation Officer. The amendments were mainly internal and to the roof which would be stripped and retiled.
