Minutes of the Meeting of the Open Spaces Sub-Committee held on 11 January 2024 at 2pm in the Meeting Room, Thame Town Hall.

1 Apologies for Absence

Apologies for absence were received from Cllr Richards (personal).

2 Declarations of Interest and Dispensations

There were no declarations of interest.

3 Public Participation and Public Questions

There was no public participation.
There were no public questions put to the Committee.

4 Minutes

The Minutes of the Sub-Committee Meeting held on 23 October 2023 were received.

RESOLVED that:

The minutes of the meeting held on 23 October 2023 are confirmed as a correct record and signed by the Chairman.

5 Exclusion of the Public

MOVED:

That under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

6 Elms Park

Nine companies submitted tenders for the refurbishment of the play area in Elms Park. Of the nine tenders two were eliminated for not submitting the required documentation as per the Invitation to Tender (ITT). The remaining seven were scored on the ITT criteria and the top four submissions discussed at the meeting.

The difference in the scores of the top four submissions was very tight. After discussion it was agreed that the tender be awarded to the top scoring submission.

RESOLVED:

To award the tender to refurbish the play area at Elms Park to Tenderer Number 3.

This item was deferred to the next meeting.
