You are hereby summoned to attend a meeting of the Environment & Assets Committee on Tuesday 3 September 2024 at 6:30pm (maximum two hours) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

AGENDA

1) Apologies for Absence

To receive, note and agree apologies for absence.

 

2) Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

 

3) Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work, or run a business in the Parish).  Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

5) Green Living Plan

To receive an update on progress towards the Green Living Plan objectives.

To approve the Terms of Reference for the newly formed Green Living Plan Working Group.

6) Thame Museum

To receive a verbal update.

To note that the approved roof repair works are due to start on 29 August 2024.

 

7) Town Hall & Depot

To receive an update on next steps following the building condition surveys (as received at the previous meeting of this committee) and consider any relevant actions.

To receive a verbal update on the progress towards installing Solar PV Panels on the Town Hall and Depot and consider any relevant actions.

To note the Water Refill Station was fitted to the south side of the Town Hall on 19 August 2024.

To note the Town Hall office kitchen has been re-fitted using second-hand units and the hot water reinstated.

 

8) War Memorial

To note that work to add two additional names, as identified through the Thame Remembers Project, to the War Memorial in Moreton is due to take place during the last two weeks of September.

 

9) Elms Park Play Area

To receive an update, noting that snagging issues have been resolved, and the new signage, including smoke free signage is due to be installed this month.

 

10) Rycote Meadow

To receive a verbal update.

 

11) Cuttle Brook

To note the Cuttle Brook Conservation Volunteers (CBCV) annual accounts to 31 March 2024 and that the annual grant of £2,000 has been paid to CBCV.

To receive a verbal update on Phase 2 of the flood remediation works and consider any relevant actions.

12) Hampden Gardens (Bellway) Allotments

To note that a number of items had not been completed at the pre-handover meeting on 15 August 2024.  It is hoped to schedule a further pre-handover meeting within the first two weeks of September.

To note the Certificate of Compliance has been signed as part of the legal transfer of the site.

To approve the Tenancy Agreement, Allotment Policy, and rent for the allotment plots at Hampden Gardens Allotments.

14) Use of Town Council Vehicle

To note that a local company, Studley Green MOT and Service Centre, have donated a vehicle for the Town Council’s Maintenance Team to use whilst the Town Council’s vehicle is being used for the Mayor’s Fundraising Event in September.
