4. Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

14. /DIS Planning Applications re Neighbourhood Plan Allocated Sites
To note that the Town Council has received various notifications of /DIS planning applications, to discharge various planning conditions at sites C, C2, D and F. These are often very technical matters, but where relevant, comments are requested from our Planning Consultant and passed to SODC for their consideration. In particular, comments have been provided recently on bricks to be used on site C2 and the Cuttle Brook footpath provision on site C2.
15. Names for the War Memorial Panel
The process for recommending the addition of names to either War Memorial was agreed on 10 May 2016. This included that “A panel of five councillors will be constituted, as the need arises, to consider the request and evaluate the evidence”. Thame Remembers are likely to be submitting around 30 names in batches of 5 or 6, possibly within the next 9 months. Rather than convene a panel on each occasion, it has been suggested that for consistency a panel be convened now for the lifetime of this Council. It is understood that Councillors Nigel Champken-Woods, Mike Deacock, Nichola Dixon, Catherine Jones and Tom Wyse have expressed an interest. Other Councillors may also be interested. To consider the creation of a War Memorial Panel for the lifetime of this Council.
16. SODC Economic Development Projects
Further to the report provided to the Policy & Resources Committee on 2 August 2016, and information subsequently gathered at a 21st Century Thame Steering meeting on 4 August 2016, and given the delay in the recruitment of the Market Town Co-Ordinator, to note that under Financial Regulation 4.5 that the Town Clerk has agreed matched funding of the following projects from the joint SODC / Thame Town Council Economic Development Funding budget of £15,000 / £14,000:
a) £2,500 towards costs of promoting / running the Small Business Saturday event
b) £1,000 towards renewal of Midsomer Murders leaflets following Plaque installation
c) £1,000 to assist with this year’s Great British High Street awards application
