4. Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

5. Climate Emergency
To receive a presentation on the Climate Emergency from Thame Climate Alliance.
To consider the motion that Thame Town Council:
a) Agrees to commit to some immediate actions, and commit to complete a detailed Strategic Action Plan aimed at doing all within its powers to contribute to halving Thame’s CO2 emissions by 2030, and to aim towards reaching net zero carbon in Thame by 2040.
b) Agrees to report back on this plan and its progress in 6 months’ time.
c) Declares a ‘climate emergency’ to give the issue the focus and awareness it needs.

18. Thame Football Partnership / Artificial Pitch
To note that a further change of scope to the Artificial Pitch planning application has been agreed by Oxfordshire County Council and the Thame Football Partnership Artificial Pitch Working Group (on behalf of the Town Council), to include two additional stands, turnstile and toilet upgrades to the main pitch.
19. APP/Q3115W19/3228431 – P18/S3596/FUL – Land at The Elms, Upper High Street
The erection of a ‘Housing with Care’ development (Use Class C2) and a communal residents centre; the creation of new public open space; the provision of new pedestrian / cycle links from Upper High Street to Elms Road and Elms Park; repairs and alterations to the boundary walls and entrance of Elms House; and associated infrastructure works and landscaping.
To note the above appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application.
To further note that as agreed at the Planning & Environment Committee meeting on 11 June 2019 the Neighbourhood Plan Continuity Officer (NPCO), with the assistance of other Officers as relevant, has been delegated authority to prepare and submit representations to the appeal on behalf of the Town Council. To note Officers will also liaise with the District Council’s team assigned to the appeal.
20. Elms Park Improvements
To note that the outline planning permission for improvements to Elms Park as granted on 6 August 2015, along with the associated Reserved Matters as granted on 17 November 2016 has now expired. To consider relevant next steps.

21. Civic Regalia
To consider swapping the chain and ribbon on the Mayor’s Consort Badge of Office and the Deputy Mayor’s Badge of Office.
22. Bledlow Household Recycling Centre
To consider whether to approve that the Town Mayor joins a small committee of local leaders in their quest to chart a way forward in a proposal to re-open the Bledlow Household Recycling Centre as a commercial enterprise as well as offering publicity support to a possible related crowd-funding campaign.

24. Land Covenant
To consider whether to enforce a covenant on a strip of land that was transferred out of Town Council ownership in 2008.

Given the standing down of Don Butler and Nichola Dixon at the recent elections, to nominate two replacement Councillors to work alongside Cllr Tom Wyse on the CCTV Working Group.

To note that the Town Council took part in the Carnival Parade on Saturday 15 June 2019; to receive a verbal report and to thank everyone who took part and / or contributed to the event in any way.
29. Thame Town Music Festival
To note that arrangements for the Town Music Festival on Friday 12 & Saturday 13 July 2019 are well advanced and a review of operational requirements will be undertaken shortly.

To consider a request from Thame Sports Club for a possible underwriting loan towards the construction of their replacement community pavilion.
