2. Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3. Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

6. Infrastructure Delivery Plan / Capital Project List
Further to the ratified top level Infrastructure Delivery Plan / Capital Project List as agreed by the Committee on 23 February 2016, discussion of it by the Budget Working Group in October 2016, and further suggestions / progress since its ratification, to consider a revised up-to-date Infrastructure Delivery Plan / Capital Project List.

7. Infrastructure Delivery Plan – S106 Sports Funding Allocation
Further to the possible provisional allocation of current and future s106 funds relating to sports provision as agreed by the Committee on 17 May 2016, to consider an updated allocation, given known s106 monies now received, though subject to further change as (a) additional / lesser funds are established, and (b) relevant payment triggers are defined / refined.

8. South Oxfordshire District Local Plan
To note that South Oxfordshire District Council will be launching the next stage of its consultation on 28 March 2017 and the NPCO and Cllr Mike Dyer will be attending a launch event at Didcot. The NPCO also responded to further queries on Neighbourhood Plan progress which gave us the opportunity to restate our position.
9. Park Meadow Cottages
To note that a pre-application meeting was held on 9 February 2017 with Cantay Developments and DP Architects on proposals for part of the Park Meadow Cottage portion of Site D.
10. The Elms
To note that a pre-application meeting was held on 9 March 2017 with Rectory Homes on their latest proposals for development at The Elms.
11. Affordable Housing
To receive a verbal update on the work of the sub-group in relation to the provision of affordable housing within Thame.
12. Employment Land provision in Thame
To receive any updates on employment land provision in Thame.
13. Neighbourhood Plan Support
Given Thame’s reputation for Neighbourhood Planning, and it’s ever increasing experience in life beyond the adoption of a Neighbourhood Plan, to note that:
(a) Cllr Dyer and the Town Clerk gave a presentation on Life Beyond Neighbourhood Planning to post-graduates at Oxford Brookes University on 21 February 2017.
(b) A book, edited by Dr Sue Brownill, containing reference to Thame’s experience has been received.
(c) The annual session with University of Gloucestershire students took place on 10 March 2017, presented by Cllr Dyer and the Town Clerk.
(d) The NPCO continues to deal with all direct approaches from other parishes, Locality and NALC.
14. Housing White Paper Consultation
To resolve that responsibility for formulating any response to the Governments consultation on the Housing White Paper (by the closing date of 2 May 2017) will be delegated to the Neighbourhood Plan Continuity Officer, who may well call a separate meeting in line with accepted consultation response process.
