AGENDA
1. Apologies for Absence
2. Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3. Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.
4. Minutes
To confirm as a correct record the Minutes of the Committee Meetings held on 14 March 2017 and 9 May 2017.
5. Working Groups
To receive a report / update from the chairmen of:
a) The NPCC Co-Ordination Working Group
b) The Infrastructure Delivery Plan Working Group
c) The Green Living Plan Working Group
d) The Town Centre Working Group
Market Town Co-Ordinator Update
e) The Transport Plan Working Group
f) The Community Facilities Working Group

6. South Oxfordshire District Local Plan
To receive an update on the discussions of the Local Plan Co-ordination Team (LPCT) and various meetings held. If possible, to approve the response to the consultation on the second Preferred Options draft of the emerging Local Plan, although noting that if necessary, responsibility for response has been formally delegated to the LPCT at the Planning & Highways Committee meeting on 4 April 2017.
7. Neighbourhood Planning Act / Housing White Paper
To receive a verbal update from the Neighbourhood Plan Continuity Officer on the latest planning initiatives from central Government.
8. Neighbourhood Plan Review / Amendment
To note that it now seems certain that a fully revised Neighbourhood Plan will be required to be prepared over the next two years, which while still allocating land for housing, employment and retail will need to have more detail on specific infrastructure provision. To lift the current moratorium on discussions with potential developers so that full evidence can be gathered at a local level, rather than being left to the Planning Authority.
9. Affordable Housing / Community Land Trust
To receive a verbal update on the work of the sub-group in relation to the provision of affordable housing within Thame.
10. Employment Land provision in Thame
To receive any updates on employment land provision in Thame.
