b) Certificate of End of Defects (relating to the Taylor Wimpey development off Thame Park Road) – To note that Oxfordshire County Council have issued the Certificate of End of Defects relating to the following S278 works within the existing highways as follows:
- Parcel One – widening of eastern approach arm (A4129) and northern approach arm (B4445), resurfacing, and relaying high friction surface. Construction of tactile paving crossings across eastern arm of A4129 and northern arm of A418. With associated lining and drainage works.
- Parcel Two – construction of pedestrian crossing point, with pedestrian refuge, approximately 22m from centre of Jane Morbey Road. Solabol bollards fitted, resurfacing, and associated lining works.
- Parcel Three – construction of bellmouth off eastern side of B4012 approximately 200m south from junction of Wenman Road to create access to a pumping station. Resurfacing and associated lining and drainage works.
- Parcel Four – installation of new puffin crossing on Wenman Road approximately 48m west of Bertie Place. Application of high friction surface, resurfacing and associated lining and drainage works.
c) Lawful Development Application – P24/S3768/LDP – 13 East Street – Removal of existing large temporary lean-to in garden and erection of a new custom-made home office in the same part of the garden, separate from the house. Dimensions: 3m x 3.5m and height not exceeding 2.5m at any point. The outer walls of the proposed office will be within 2m of the boundary walls of the neighbouring properties to either side of the garden.
To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.
d) Enforcement Case – Spencer Cottage, Moreton – To note that following an observation from a member of the public, the Town Council reported the removal of hedges and the erection of a wooden fence without permission to District Council Enforcement on 17 December 2024. The fence is on the boundary of a listed building, and in a prominent position in the Moreton Conservation Area and a key public footpath.
e) Planning Reform Working Paper: Planning Committees – To note the Government are seeking views on proposed options for change to planning committees in England that would support the plan-led system, including the introduction of a national scheme of delegation, a new system of targeted committees for strategic development, and mandatory training for committee members.

f) National Highways and Transport Public Satisfaction Survey 2024-25 – To note that Oxfordshire County Council have invited Town and Parish Councillors to complete the survey by 28 February 2025 using this link.
g) Additional / Amended Information – CM/0022/22 – Land To South East Of Hornage Farm, Bicester Road, Chilton, Buckinghamshire – Erection of anaerobic digestion facility, comprising silage clamps, digester tanks, lagoons, administrative buildings, ancillary development including gas grid connection, landscaping and access.
To note that the Town Council submitted comments with concerns regarding the potential impacts of the proposal on the highway. Comments were originally made on 29 November 2022 and were upheld on 20 June 2023 and 9 April 2024.
h) Additional Information – P24/S1371/FUL – 3 Cornmarket – Installation of two AC condensers and a cold store unit, to be located on rear elevation facing rear yard; Installation of a vent outlet, to be installed on rear elevation facing yard. (As amended and amplified by information received 10 June 2024 and as amplified by additional information received 14 October 2024 7 02 January 2025).
To note that Officers have reviewed the additional information and consider that it would not change the Town Council’s recommendation to object to the application (as amended).
i)Amended Plans – P24/S2886/FUL – Land North of Rycote Lane – Mixed-use development incorporating the relocation of Thame Livestock Market and comprising a building accommodating agricultural sales, administrative offices, welfare facilities and associated uses together with a commercial development comprising 11,981sqm (GEA) of B2/B8 with ancillary E(g)(i) and E(g)(iii), all with access, parking, highway works, landscaping, drainage and ancillary operation.(as amended by information received on 17 December 2024).
To note that having reviewed the amended plans, Officers consider that they would not change the Town Council’s recommendation made on 15 October 2024 to support the planning application.
