THAME TOWN COUNCIL
Minutes of a Meeting of the Planning Committee held on 15 October 2024 at 6:30pm in the Upper Chamber, Thame Town Hall.

1) Apologies for Absence
Apologies were received from Cllr Dodds (personal) and Emery (personal).
RESOLVED:
- To accept the apologies and reason given from Cllr Dodds (personal) and Emery (personal).
2) Declarations of Interest and Dispensations
Cllr McGarry declared an interest in planning application P24/S2989/HH – Centenary House, Brook Lane, as a member of the Parish Pastoral Church of St Joseph’s Catholic Church who own the property.
3) Public Participation and Public Questions
There was no public participation.
There were no public questions put to the Committee.
4) Minutes
The Minutes of the Committee Meeting held on 17 September 2024 were received.
RESOLVED that:
- The minutes of the meeting held on 17 September 2024 are confirmed as a correct record, and signed by the Chairman.
5) Planning Applications
a) Members were asked to consider and agree a response for each of the following planning applications:
1907 – 95a High Street
Hip-to-gable and dormer loft extension to the rear roof to turn the current flat into a 5 person HMO.
P24/S2855/FUL
RESOLVED:
- That Thame Town Council supports planning application P24/S2855/FUL:
- Subject to no objection from the District Conservation Officer.
- Subject to there being no undue impact on neighbouring amenity.

b) Members were asked to receive and comment on the Officer’s recommendations for the following planning applications:
1903 – Black Horse Hotel, 11 Cornmarket
Erection of illuminated and non-illuminated signs to the exterior of the building. Redecoration of the exterior of the building.

It was noted that the Heritage Officer had objected to the non-painted sign.
Agreed response: Supports subject to no objection from the Heritage Officer.

Agreed response: Supports subject to no objection from the Heritage Officer.
1905 – 56 Youens Drive
Rear extension to create a open plan living space with utility room and storage.

External alterations – addition of new windows and rooflights and some other windows relocated – retrospective

Agreed response: Objects, on the grounds of harm to the setting of the Thame Conservation Area.
It was agreed to not request that the planning application be called in to the District’s Planning Committee.
1910 – 17 Staggs Road
Installation of air source heat pump.
P24/S3093/HH
Agreed response: Supports subject to no objection from Environmental Protection.
6) Community Bus Working Group
The report was noted. The group are currently exploring options for how the bus will operate. At the next Planning committee meeting, a representative from the group will present a proposal from the options appraisal for consideration with a view to make a recommendation to Full Council.
Cllr Richards has withdrawn from the group, as such the working group recommend that the minimum Councillor membership be reduced to one (Cllr Baines) as it would be a significant workload for a new Councillor to join at this stage in the project.
RESOLVED:
- To agree to amend the Terms of Reference to reflect the need for just 1 Councillor to represent Thame Town Council on the Community Bus Working Group.
7) Local Cycling and Walking Infrastructure (LCWIP) Working Group
The report was noted.
8) For Information
The items for information were noted.
The meeting concluded at 6:49pm.
