You are hereby summoned to attend a meeting of the Planning Committee on Tuesday 23 July 2024 at 6.30pm (maximum one hour) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

2) Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.
3) Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

6) Consultation – Elms Road, Thame – Proposed Parking Restrictions
To agree a response to the consultation to formalise & extend the existing ‘No Waiting at Any Time’ (double yellow lines) parking prohibition on Elms Road in Thame, specifically on both sides of the carriageway either side of the new access junction to the Rectory residential development.

7) Consultation – Traffic Sensitive Streets Review
To agree a response to the consultation by Oxfordshire County Council to designate certain streets as traffic-sensitive.

8) Travel Plan Working Group
To receive an update and consider any relevant actions.
9) For Information
a) To note the Thame Conservation Area Conservation Committee have not met due to lack of matters in the conservation area for discussion.
b) Discharge of Planning Conditions – P24/S1978/DIS – Thame Fields (Reserve Site C), Thame – Discharge of condition 12 (Construction Traffic Management Plan/Construction Management) on application P21/S0917/O (Outline application for access only for the construction of up to 57 dwelling (Class C3) with associated landscaping and open space).
To note that this application is to enable the sign-off of the condition for the applicant’s Construction Traffic Management Plan and the Construction Management Plan.
To further note the plans show that traffic will be routed eastwards along Howland Road, Tythrop Way and around the ring road. This will be used for in / outward bound journeys made by HGVs. Site access will be gained as promised off Wenman Road for construction only. Hours of operation 8am – 6pm Monday – Friday, 8am – 1pm Saturday and no Sunday or bank holiday working.
c) Notification of Property Numbering: Erection of 2 new flats to be numbered: 56 and 57 Pearce Court, Windmill Road, THAME OX9 2DJ
d) Street Naming and Numbering Notification (Thame Fields / Reserve Site C): Erection of 57 new residential dwellings to be street named and numbered: 1 to 16 (Cons Excl.13) Lawrence Way, 1 to 9 (Odds) and 2 to 16 (Evens) Strattone Close, 1 to 17 (Cons Excl. 13) Marcham Place and 1 to 14 (Cons Excl. 13) Hillary Close.
e) Notification of Committee Meeting – OCC Decisions Meeting Cabinet Member for Transport Management
To note that OCC will be considering the East Street & Wykeham Park proposed permit holders only parking scheme, and Moreton proposed 20mph speed limit, at its meeting on 18 July 2024.
