THAME TOWN COUNCIL
Minutes of a Meeting of the Planning Committee held on 23 July 2024 at 6:30pm in the Upper Chamber, Thame Town Hall.

1) Apologies for Absence
Apologies were received from Cllrs Dawson (personal) and Gilbert (personal).
2) Declarations of Interest and Dispensations
There were no declarations of interest.
3) Public Participation and Public Questions
There was no public participation.
There were no public questions put to the Committee.
4) Minutes
The Minutes of the Committee Meeting held on 25 June 2024 were received.
RESOLVED that:
- The minutes of the meeting held on 25 June 2024 are confirmed as a correct record, and signed by the Chairman.
5) Planning Applications
a) Members were asked to consider and agree a response for each of the following planning applications:
There were no applications that met the criteria for consideration.
b) Members were asked to receive and comment on the Officer’s recommendations for the following planning applications:
1881 – 40 AYLESBURY ROAD
A single storey extension to allow for an annexe attached to the main dwelling.
P24/S1246/HH
Officer recommendation: Supports
1882 – 12 COTMORE GARDENS
Single storey rear extension (replacing existing conservatory). Rear-facing dormer roof and front facing rooflights to existing loft conversion.
P24/S1997/HH
Officer recommendation: Supports
1883 – PARK MEADOW COTTAGE, THAME PARK ROAD
A rear extension, porch alterations, covered external patio, and fenestration changes.
P24/S2077/HH
Officer recommendation: Supports
RESOLVED:
- To approve the officer recommendation for planning applications P24/S1246/HH, P24/S1997/HH and P24/S2077/HH.
6) Consultation – Elms Road, Thame – Proposed Parking Restrictions
Members were asked to agree a response to the consultation to formalise & extend the existing ‘No Waiting at Any Time’ (double yellow lines) parking prohibition on Elms Road in Thame, specifically on both sides of the carriageway either side of the new access junction to the Rectory residential development.
After some discussion it was agreed that, subject to the proposed yellow lines excluding the straight section of Elms Road, the Town Council support the proposed parking restrictions on Elms Road.
7) Consultation – Traffic Sensitive Streets Review
Members were asked to agree a response to the consultation by Oxfordshire County Council to designate certain streets as traffic-sensitive.
It was agreed that the following roads be included in the Town Council’s response to the consultation:
- Moreton Road (the only vehicle access road to Moreton)
- Bell Lane (part of a bus route and diversion route if town centre closed)
- Southern Road (main access road for large residential area, a public car park and St Joseph’s School, and a diversion route if town centre closed)
- Cromwell Avenue (bus route and main access road for most of Lea Park residential area).
It was also noted that it appeared illogical to only include part of Towersey Road.
8) Travel Plan Working Group
Cllr Richards reported that progress was slow, but the group was close to applying to be a Community Interest Company (CIC) for the community bus project. A proposal will be brought to Full Council to seek approval for the Section 106 monies allocated for this project be transferred to the new CIC.
Regarding the LCWIP (Local Cycling and Walking Infrastructure Plan), Oxfordshire County Council are in the process of appointing a consultant for this work. A steering group is being formed with members of the community, with Cllr Dawson and the Environmental Project Officer.
There was some discussion as to whether the recent King’s Speech on compulsory purchase orders would impact on the Haddenham-Thame Greenway.
9) For Information
The items for information were noted. With regards Item 9d, Members were pleased that South Oxfordshire District Council had chosen to use the Town Council’s suggested names for the street names on Thame Fields (Reserve Site C).
