THAME TOWN COUNCIL

Minutes of a Meeting of the Planning Committee held on 28 May 2024 at 6:30pm in the Upper Chamber, Thame Town Hall.

1) Apologies for Absence

Apologies were received from Cllrs Dawson (personal), McGarry (personal) and Swan (personal).

 

2) Declarations of Interest and Dispensations

Thame Town Council is the applicant for planning application P24/S1463/LDP. Although this is a noting item, there is a general dispensation for all members to discuss and vote on applications where Thame Town Council is the applicant.

 

3) Public Participation and Public Questions

There was no public participation.
There were no public questions put to the Committee.

 

4) Minutes

Cllr Richards entered the meeting.

The Minutes of the Planning & Environment Committee Meeting held on 7 May 2024 and the Planning Committee Meeting held on 14 May 2024 were received.

RESOLVED that:

  1. The minutes of the Planning & Environment Committee Meeting held on 7 May 2024 and the Planning Committee Meeting held on 14 May 2024 are confirmed as a correct record, and signed by the Chairman.

 

5) Planning Applications

a) Members were asked to consider and agree a response for each of the following planning applications.

1865 – CHILTERN VIEW, MORETON (AS AMENDED)

Reserved matters following outline planning permission P23/S2337/O for demolition of the existing conservatory and outbuildings and the erection of a detached two-storey dwelling together with access, parking and amenity space (additional drainage photos and videos received 7 May 2024).

b) Members were asked to receive and comment on the Officer’s recommendations for the following planning applications:

1869 – 13 CORNMARKET

Removal of external ATM and external signage.
P24/S1412/LB

Officer recommendation: Supports subject to no objection from the Heritage Officer.

RESOLVED that:

  1. A comment be added to regret the loss of the ATM.
1870 – 53 ROOKS LANE

Erection of a single storey rear extension and additional of two windows on right elevation of existing dwelling.
P24/S1409/HH

Officer recommendation: Supports.

1871 – 27 BEECH ROAD

Single storey front extension, single-storey rear extension and partial garage conversion.
P24/S1525/HH

Officer recommendation: Supports.

1872 – ARROW HOUSE, 76 QUEENS ROAD

Demolition of single storey rear extension and construction of a replacement single storey rear and side extension.
P24/S1589/HH

Officer recommendation: Supports.

1874 – 29 CHINNOR ROAD

Proposed single storey rear extension replacing existing conservatory and attached outbuildings, and proposed new dormer roof to the existing loft conversion.
P24/S1567/HH

Officer recommendation: Supports

 

6)Travel Plan Working Group

The report was noted.

Cllr Richards reported that constructive meetings had been held with members of the public interested in the community bus project. A steering group is being formed with those community members, Cllrs Baines and Richards, and the Environmental Project Officer. The aim is to work with a community transport company to save time and money.

Members were pleased with the progress and public involvement.

 

7) For Information

The items for information were noted.

The comments from the Conservation Area Advisory Committee regarding the U3A bench were noted.

Members asked for an update on Thame Community Land Trust. The representative for Thame CLT would be asked to provide an update for the next Planning Committee meeting.
