To receive a verbal update from Cllr Midwinter on planning application P16/S3057/FUL which was discussed at the District Planning meeting held on 16 August 2017.

9. For Information
a) P17/S2559/A – Thomson, 17 Buttermarket – Two off non-illuminated fascia sign. One off non-illuminated projecting sign. Reverse applied digitally printed graphics. To note that a request to extend the consultation time in order to discuss the application was not granted. After reviewing the application Officers sent the attached comments to the District Planning Officer on 11 August 2017.
b) P17/S1992/HH – Amendment No. 1, 30 Park Street – Removal of the existing annexe near main house and build a new single storey lodge at the rear of the garden. (Additional details received 1 August 2017 to demonstrate that the windows along the north-western elevation would be obscure glazed and openable to only 30 degrees.) To note that a request to extend the consultation time in order to discuss the amendment was not granted. After reviewing the application Officers sent the attached comments to the District Planning Officer on 14 August 2017. The District Planning Authority granted permission on 24 August 2017.
c) P17/S2444/HH – Amendment No. 1, 2 Croft Close – Demolition of existing side garage and creation of two storey side extension, creation of new front porch. (As amended by plan received 14 August 2017 to reduce scale of extension to demonstrate subservience). To note that a request to extend the consultation time in order to discuss the amendment was not granted. After reviewing the amendment Officers agreed with the comments of the District Planning Officer that the amendment was of a minor nature and an improvement to the scheme.
d) Removal of alias property name of The Poplars from 31 Upper High Street
e) P17/S2787/LDP – 27 Conduit Hill Rise – Erection of rear extension and alterations including formation of new window openings. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
f) P17/S1398/FUL – Land West of Thame Park Road Thame – Removal of condition 24 – Code for Sustainable Homes on application ref. P13/S2330/O. Contrary decision.
At the P&E Committee meeting on 16 May 2017 it was noted that If appropriate on examining further detail, the Neighbourhood Plan Continuity Officer would submit a response making the same representations as those made for Site C2. A letter recommending refusal was sent to the District Planning Officer on 26 May 2017.
g) P17/S3032/PDH – 7 Pearce Way – Flat roof single storey rear extension. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
h) Temporary Road Closure Notice – to facilitate Micro-Asphalt Resurfacing to Queens Road (18 October 2017) and Edgehill (19 October 2017).
i) New Premises Licence Application – The Black Horse. To note that following the Committee meeting on 8 August 2017 further evidence gathering on the licencing hours for the Black Horse and similar establishments in the town has been undertaken and the results circulated to Members of the Committee.
Given the new application seeks to reduce the licencing hours and are similar to other similar establishments in the town, the Committee Services Officer submitted a No Objection response to the consultation on 23 August 2017.
j) APP/Q3115/W/17/3176597 Ref – P16/S3191/FUL – 90 High Street, Change of use from A1 (Shops) to C3 (Dwelling houses) and re-incorporation into existing residential unit.
An appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application. Thame Town Council recommended approval on 18 October 2016.
k) We have been made aware that an appeal with regard to P16/S3525/FUL – Thames Valley Police, Greyhound Lane has been lodged and officers are liaising with the District Planning Officer to ensure our views are represented.
l) An application for a further screening opinion request – P17/S3012/SCR for proposed residential development at Land to the West of Thame Park Road (Site D) has been lodged and officers have provided further background information to the District Planning Officer.
