Change of use from offices (Class B1) to residential (Class C3) to comprise 45 flats with ancillary facilities and parking.
To note that the Neighbourhood Plan Continuity Officer sent a response to the District Planning Officer on 31 July 2017 raising concerns regarding the long established use of the building, the red line area shown on the application and the marketing of the remaining industrial area with regard to parking provision.
To consider any further formal Council response, in particular relating to Transport & Highways, Contamination risks on site, Flooding risks on site, impacts of noise.

a. P17/S1463/HH – 21 Queens Road – Amendment No. 2 – Rear two storey and single storey extension and box dormer loft conversion on rear main roof slope (as amended by plans received 13.7.17 showing reduced extensions). To note that a request to extend the consultation time in order to discuss the amendment was not granted. After reviewing the latest amendment the attached comments were emailed to the District Planning Officer.

c. Buckinghamshire Minerals and Waste Local Plan: Draft Plan for Consultation. Buckinghamshire County Council is in the process of reviewing its adopted local plan policies for minerals and waste. The consultation will begin on 2 August 2017 for an eight week period until 27 September 2017.

P17/S2508/HH – 8 Grenville Way – Amendment No. 1 – Conversion of existing integral garage to habitable living space (with revised allocated onsite parking provision as per amended plans submitted 20.7.17). The Planning & Environment Committee recommended approval at the meeting held on 18 July 2017. The amendment demonstrates that there is sufficient space for highways standard compliant on-site parking. It is therefore considered the amendment is in line with the previous recommendation of approval.
h. MW0032/17 – Moorend Lane Farm, David Einig Contracting – Section 73 application for the variation of condition 11 attached to planning consent P15/S3167/CM (MW.0124/15) to allow up to four heavy goods vehicles (HGVs) to leave the site in both morning and evening rush hour – Contrary Decision.
At the P&E Committee meeting on 16 May 2017 the Town Council raised concerns regarding safety in allowing vehicles to leave the site during the morning and evening rush hour and recommended refusal. The County Council approved the application stating it accords with policies W5, PE13 & PE18 of the Oxfordshire Minerals and Waste Local Plan and EP2 of the Oxfordshire Minerals and Waste Core Strategy in that there would be no adverse environmental impacts from the development and it would serve to reduce the noise and visual impacts of the development.
