a) APP/Q3115/W/19/3228501 – P18/S3143/O – DAF Trucks Ltd, Eastern Bypass – Outline planning permission (all matters reserved except for access) sought for demolition of existing buildings and development of 1511 sqm (gross) of offices within Class B1 and up to 129 dwellings within Class C3 and associated works. Full planning permission sought for erection of a 68 bed care home within Class C2 and associated access, vehicular parking, landscaping, ancillary infrastructure and other works.
To note the appeal for the above will take the form of a hearing on 11 February 2020 at 10am at Tetsworth Memorial Hall, OX9 7AB.
b) P19/S2720/FUL – Amendment No. 2 – Unit 5 Goodson Industrial Mews – Redevelopment of an office building (Class B1(a)) to provide eight 2-bed apartments (Class C3) with associated access and landscaping works and the provision of access and landscaping improvements to office/industrial units. (as amended by additional supporting information regarding highway issues received 14 October 2019, and by amended plans received 29 November 2019 removing timber panelling from ground floor windows on the south elevation, proposing obscure glazing in two first floor windows on the east elevation, providing car parking spaces to standard, and providing internal elevations of lightwell / courtyard in centre of building).
To note that having reviewed the amendment it is the Officer’s view that it would not alter the Town Council’s Objections made on 24 September 2019 and 5 November 2019.
c) P19/S2720/FUL – Unit 5 Goodson Industrial Mews
To note the District Planning Committee will consider this application on Wednesday 15 January 2020. The District Planning Officer’s recommendation to Committee is to grant permission. The Town Council Objected to the original plans on 24 September 2019 and Amendment No.1 on 5 November 2019 on the grounds of: loss of employment land; insufficient natural light; inadequate external amenity space; and that the proposals do not relate well to their site and surroundings of continuing commercial use.
The Town Council has been invited to attend and decisions on representations are being progressed via email. The Neighbourhood Plan Continuity Officer has provided guidance in preparing the Town Council’s representation.
d) To note that Helen Johns, acting as the Town Council’s agent, has submitted a response to South Oxfordshire District Council’s letter dated 17 December 2019 as requested by The Planning Inspectorate in relation to the refused planning application P18/S2735/LB.
e) To note that the Council has been approached by a resident of Hampden Gardens (the Bellway estate) who has concern over the use of their resident and visitor parking by clients of Invictus Fitness on Wenman Road. Vehicles are being parked without consideration and residents are being disturbed by those returning to their vehicles after 10pm.
