6 Consultation – Wellington Street (Thame) – Proposed Zebra Crossing
Oxfordshire County Council are consulting on a proposal to introduce a Zebra Crossing ((a crossing for use by pedestrians) on Wellington Street, Thame, to be located approximately 23 metres southeast of its junction with Lee Court. The proposals are being put forward to help improve pedestrian safety in the area.

a) Temporary Road Closure – TTRO (T9952) – Nelson Street, Thame – 19 April 2022 to 9 May 2022
To note that Oxfordshire County Council have received a request from Swish Fibre Contracting Ltd for a temporary road closure to apply to a section of Nelson Street whilst essential PIA and installation of fibre ducting, chambers, tobys works are carried out. A Temporary Traffic Regulation Order (TTRO) is being made to implement the temporary closure and will operate from 19 April 2022 up to and including 09 May 2022. This is a 24 hour road closure.
b) Lawful Development Application – P22/S0295/LDP – Rycote College, Priest End – Refurbishment of two “pepper pot” entrance lodges either side of the main road entrance. Re-pointing defective or missing brickwork to original now converted Rycotewood College. Take down and rebuild leaning sections of front boundary wall.
To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.
c) Lawful Development Application – P22/S0663/LDP – 54 Towersey Drive – Demolition of existing rear extension and construction of replacement single storey extension.
To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.
d) Additional Information – P21/S5349/FUL – Willow Corner, Moreton Road – New innovatively designed 4 bedroom eco-friendly house and garage with matching local materials (As amplified and amended by additional 3D images and amended energy statement received 23rd February 2022).
To note that having reviewed the additional information, Officers consider that it would not change the Town Council’s recommendation to object made on 1 February 2022.
e) Contrary Decision – P20/S4632/FUL – 20 Upper High Street – Change of use and conversion of ground and first floor to number 20, to form a single dwelling and reinstate its historic residential use.
To note that on 1 March 2022, the Planning Inspectorate allowed the appeal made by Mr B Hutton (Greenford Ltd) against the decision by South Oxfordshire District Council to refuse to grant planning permission.
f) Additional Information and Amended Plans – P21/S5225/FUL – Former Thames Valley Police Station, Greyhound Lane – Application under S73 of the Town and Country Planning Act 1990 for variation of condition 15 on planning application P16/S3525/FUL to allow for the first eight occupations in advance of the completion of access, parking and turning.
