1 Apologies for Absence
Apologies were received from Cllrs Austin (Personal), Cowell (Business), Gregory (Business), Midwinter (Business) and Wyse (Personal). Cllr Dodds was absent without apology.
2 Declarations of Interest and Dispensations
Cllr Emery declared an interest in the Planning Application for 25 Windmill Road and Pearce Court as the Town Council’s External Representative for Thame & District Housing Association.
A dispensation was already in place to allow Cllr Emery to debate and vote on this item.
Cllr Deacock declared an interest in Agenda Item 6 as a neighbour.

Internal air conditioning plant to be upgraded using existing pipe runs where possible. Handrails added to steep stepped street entrance. Opening up of existing block coal scuttle to have opening window inserted to provide light and ventilation to basement. Existing basement stair window to be deepened to extent of original opening. Alterations previously proposed to chimneys and flues to be omitted.

7 Reports from Town Council Representatives
a) Transport Representative – Cllr Francis reported that from 3 November 2019, the Arriva 280 service timetable will see some changes. The service will continue to run from Oxford to Haddenham every 15 minutes and to Aylesbury every 30 minutes, but there will be some changes to the times. Most journeys that currently terminate at Haddenham & Thame Parkway will be extended through Haddenham to terminate via a loop of Churchway, Stanbridge Road and Woodways.
Agencies across Oxfordshire have been assessing the likely impact of Brexit on 31 October. Whilst most areas are considered to have low impact, transport is likely to be most affected particularly with regards to lorry transportation.
