Minutes of a Meeting of the Planning & Environment Committee held on 17 October 2023 at 6:30pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence
Apologies were received from Cllrs Gilbert (council business), Jones (personal), Richards (personal), and Wyse (personal).
2 Declarations of Interest and Dispensations
Cllr Dodds declared an interest in planning application P23/S2269/RM due to family relations.
Cllr Emery declared an interest in planning application P23/S3230/HH as the applicant.
Cllrs Dodds and Emery left the meeting during the discussion and voting of their respective items.
3 Public Participation and Public Questions
The applicant for planning application P23/S2705/HH – 2 Brook Lane spoke in support of the application. Amended plans were presented which had taken on board feedback from the immediate neighbours, Town Council, and District Council. The Case Officer advised that the proposals now complied with the Local Plan policies. Thame Town Council’s main objections related to the proposal’s massing and impact on neighbouring amenity. The neighbours now supported the proposals. The interpretation of the policies regarding character are more subjective. The applicant considers that the proposals reflect the character of the property and provides a modern-day home.
Did the neighbours have any comments on the amended plans? The immediate neighbour’s main concerns originally related to overlooking of their patio. This window has been changed to above eye level to offer more privacy.
What size is the extension’s footprint? The extension is 4m long, and roughly 3 small rooms wide.
Members then discussed and made a recommendation regarding P23/S2705/HH – Amendment No.1.
