6 Disabled Persons Parking Place

 

The Highways Department are carrying out an informal consultation to seek comments regarding a proposal for a Disabled Persons Parking Place (DPPP) on the High Street which has arisen out of a request by a disabled resident.

 

Any comments should be received by the Highways Department no later than 3rd November 2016.  Subject to any comments or suggestions received, the next stage is to undertake a Formal Consultation which will follow in the next few months.  If there are no objections at that stage, legal proceedings will commence to put the DPPP into a Traffic Regulation Order.

 

To consider formulating a response to the informal consultation.

7 Notification of Planning Appeal – Bull Lane

Application No.  – P16/S0398/FUL – BULL LANE

Erection of a two storey two bedroom residential dwelling.

Thame Town Council Recommended Refusal: 1. Adverse impact on the Conservation Area, 2. Unneighbourly, 3. Overdevelopment, 4. Access and parking

 

To note that the above mentioned Appeal has been made against the District Council’s decision to refuse the above planning application.

 

Should the Town Council wish to make any comments at this stage, or withdraw, modify or add to any earlier comments the Town Council might have made, or request a copy of the decision letter, the Town Council should write to the Planning Inspectorate by Wednesday 26 October 2016.

a)    Transport Representative – Cllr M Stiles

9 Notification of Planning Application – Land South of Wenman Road

 

Application No. – P16/S2874/FUL Removal of conditions 4 – Secured By Design and 22 – Code For Sustainable Homes on planning permission P14/S1619/O. Construction of 108 dwellings including affordable housing, hard and soft landscaping open space, parking provision and associated infrastructure.

 

To note the above application was made seeking removal of the requirement to build the homes according to Code Level 4 as per TNP ESDQ13 and SODC Core Strategy Policy CSQ2, and the requirement for the homes to be built to Secured By Design standard as required by Policy D6 of the SODC Local Plan.

 

The Neighbourhood Plan Continuity Officer (NPCO) replied by letter on 14 September.  The standards are to be fully incorporated into Building Control regulations at some point in the future.  In the interim, Government has given direction that any Plan containing a policy requiring build up to Code Level 4 must be respected pending the incorporation of the standards.  The NPCO therefore recommended refusal of the proposed removal of condition 22.  The NPCO recommended approval of the request to remove the need to document that the buildings would be built to Secure by Design standard, subject to certain conditions as these had already been incorporated into Building Regulations.  These matters were reported to Full Council on 20 September 2016.

 

The case officer from SODC has subsequently contacted the NPCO agreeing that the Code Level 4 standard should be adhered to, but if Bellway Homes decide not to comply with the condition SODC would not take enforcement action.  Other, similar applications have all been approved; as an application was made the view of SODC is therefore that the application to remove condition 4 should be approved.

10 For Information

 

a)    P16/S2633/HH & P16/S2634/LB – Amendment No. 1 – 1 Church Road – Single storey rear extension (as per approved and amended plans received 14 September 2016).  At the meeting on 6 September 2016 the Town Council Recommended Approval subject to the appropriate weather-proofing applied between the proposed extension and the neighbouring wall at No. 68 and no objection from the District Conservation Officer.

 

Since the recommendation an amendment to the planning application has been received which states low profile conservation roof lights and timber style French doors to match existing will be used.  District Council has now granted approval.

 

b)    P16/S3182/LDP – 18 Montrose Way – Single storey rear extension. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

 

c)    P16/S3292/LDP – 29 Astley Road – Garage conversion.  The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

 

d)    P16/S1470/FUL – Land at Elm Tree Farm, Moreton – The District Planning Officer recommended approval at the District Planning meeting on Wednesday 28 September 2016.  The Town Council put forward their argument in favour of refusal.  However, after discussion the District Planning Committee voted to approve the planning application.  Update email sent to Councillors on 29 September 2016.

 

e)    P16/S0806/FUL – The Wychens, 70 Queens Road – The District Planning Officer recommended approval at the District Planning meeting on Wednesday 28 September 2016.  The Town Council put forward their argument in favour of refusal.  After discussion the District Planning Committee voted to refuse the planning application.  Update email sent to Councillors on 29 September 2016.

 

f)     P15/S3848/FUL – Goodsons Industrial Mews, Wellington Street – The District Planning Officer recommended approval at the District Planning meeting on Wednesday 5 October 2016.  The Town Council put forward their argument in favour of refusal.  However, after discussion the District Planning Committee voted to approve the planning application.  Update email sent to Councillors on 6 October 2016.

 

g)    P16/S2377/HH – Highclere, Thame Park Road – Replacement of outbuilding with a single storey 2-bedroom dwelling for use as a residential annexe.  The Town Council recommended approval on 9 August 2016.  SODC have refused planning permission, the Delegate Officer report is attached.
