THAME TOWN COUNCIL
Minutes of a Meeting of the Planning & Environment Committee held on 20 February 2024 at 6:30pm in the Upper Chamber, Thame Town Hall.

1) Apologies for Absence
Apologies were received from Cllrs Dite (personal) and Dodds (personal).
Cllr Wyse was summonsed to this meeting however between the agenda being published and the meeting, he resigned as a Councillor. This gives rise to a vacancy on this committee, which will be filled at the Full Council meeting on 5 March 2024. There is also a vacancy as Deputy Chairman on this committee which will be filled at the next Planning & Environment Committee meeting.
2) Declarations of Interest and Dispensations
There were no declarations of interest.
3) Public Participation and Public Questions
There was no public participation.

4) Minutes
The Minutes of the Committee Meeting held on 23 January 2024 were received.
RESOLVED that:
- The minutes of the meeting held on 23 January 2024 are confirmed as a correct record, and signed by the Chairman.
5) Planning Applications
1744 – THAME FIELDS (RESERVE SITE C) – AMENDMENT NO.3
Reserved Matters application seeking approval for the appearance, landscaping, layout and scale pursuant to Condition 1 of planning permission P21/S0917/O. (As amended & amplified by information received 26 September 2023, 29 November 2023 and 6 February 2024).
P23/S2269/RM
The Neighbourhood Plan Continuity Officer provided a verbal update as to the changing situation with regards to housing mix and affordable housing. In recent days, AECOM have provided an addendum to the Housing Needs Assessment which should now satisfy the concerns raised by the District Council and therefore it should be given weight. The second matter is that the applicant is conflating the affordable and market housing whereas the mix should be applied equally to both.

RESOLVED that:
- Thame Town Council objects to planning application P23/S2269/RM:
- Thame’s Housing Needs Assessment should be given material weight as the latest addendum now complies with the District Council’s Housing Team’s requirements.
- As advised by the Thame Housing Needs Assessment the affordable housing mix and market housing mix should be treated separately and not conflated.
1828 – 88 WELLINGTON STREET
Two-storey side and rear extensions to create a 4-bed family dwelling. New vehicular access is proposed from the front.

- Subject to a condition that no development is permitted on this specific piece of land in the future.

A non-illuminated fascia sign at high level, two non- illuminated signs over the windows and an externally-illuminated hanging sign.

6) Travel Plan Working Group
The report was noted. There was nothing further to report other than that preparations continue ahead of the three community bus meetings on 29 February 2024 at 3pm, 6pm and 7pm.
7) Street Naming
The Council had been asked to consider a street name for the development of 21 properties of Aylesbury Road. Members agreed that the developer’s recommendation of ‘Pearce’s Yard’ was sensible.
It was noted that there were flooding and sewage concerns on the site. A planning application to make amendments to the approved scheme is on the agenda for the next committee meeting, so any concerns should be raised then.
RESOLVED that:
- The Town Council supports the street name ‘Pearce’s Yard’ for the development of 21 properties of Aylesbury Road.
