To note that this certificate only seeks confirmation from the Local Planning Authority that the proposed development is lawful and they are unable to take any comments on the planning merits of the proposal into account. However, if the Town Council has any information that is considered to be relevant to their considerations, please be prepared to raise them at the meeting.
c) Additional & Amended Information / Decision Notice – 3 Cornmarket – P23/S2600/FUL– New side window insertion and rooflight to first floor and replacement doors and windows to upper floor openings. (Additional & Amended Information received 17 October 2023)
To note that having reviewed the additional and amended information, Officers consider that it would not change the Town Council’s recommendation made on 22 August 2023 to support the application subject to no objection from the District’s Conservation Officer.
To note that planning permission was granted on 6 November 2023.
d) Amended Information – 5 Southern Road – P23/S2567/LB– Proposed Repairs to roof, Replacement of existing skylight windows/glass tiles with conservation roof lights, repointing of chimney breast, repairs to external rendering and repairs to windows. (Amended Information received 18 October 2023).
To note that having reviewed the amended information, it is considered that it would not change the Town Council’s recommendation made on 22 August 2023 to support the application subject to no objection from the District Conservation Officer and compliance with the results of the bat survey.
To note that listed building consent was granted on 27 October 2023.
e) Prior Approval (Solar) Notification – Lucy Switchgear, Howland Road – P23/S3499/N8A – Proposed roof mounted 300kW solar PV system comprising of 732 x Canadian Solar 410w modules.
To note that this notification seeks a determination from the District Council as to whether the prior approval of the authority will be required as to the design or external appearance of the development for the installation, alteration or replacement of other Solar Photovoltaic (PV) equipment on the roof(s) of a non-domestic Building.
The local planning authority is required to take into account any representations made to them as a result of any consultation, although only the impacts and risks listed above can be considered.

Outline application (including access and layout reserved matters) for the demolition of the existing conservatory and outbuildings and the erection of a detached two-storey dwelling together with access, parking and amenity space. To note this application was considered by South Oxfordshire District Council on 1 November 2023. Cllr Emery provided representation on behalf of the Town Council.
To note that planning permission was granted on 3 November 2023, contrary to the Town Council’s recommendation made on 1 August 2023 to object on the grounds that the proposals would be overdevelopment, insufficient parking provision, and inappropriate location for development.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. i) Amended Plans – Whizzkidz Ltd, 2-6 Jefferson Way – P23/S2058/FUL
Change of use of existing building, Children`s indoor playground E(d) to part retail unit E(a) and part Children`s Nursery E(f). Single storey extension. Recladding of building including new widows and roof. (Planning Statement received 20 September 2023 and amended plans received 24 October 2023).
To note that amended plans have been received however due to being unable to extend the consultation period, Officers have submitted a response via e-mail to the Case Officer.
To note that Officers consider that the amended plans overcome the Town Council’s objections relating to the proposed nursery, subject to the Local Highway Authority’s approval, however all other objections remain.
j) Zebra Crossing Update – Oxfordshire County Council have issued notification that the installation of a Zebra crossing on Wellington Street, Thame, is programmed to commence on 15th January 2024. The commencement date is dependent on weather conditions such as snow and may have to revised with short notice.
k) Property Numbering Notification – Conversion of first and second floors of property known as: 3 Cornmarket to create two self-contained residential flats to be known as: 3A and 3B Cornmarket, Thame.
l) Notification of proposed works to trees in a conservation area – Thame Town Cricket Club
To note that the Town Council has been notified of minor works to trees on its land. The applicant has submitted this application in discussion with the Town Council. The application is to allow vehicle access along the perimeter of the cricket field (the line taken for construction traffic when the pavilion was built) for the applicant to work on their boundary fence. SODC have no objections to the proposed works.
m) Lawful Development Application – 13 Cromwell Avenue – P23/S3802/LDP – Garage conversion to create a new bedroom and attached bathroom. Erection of single storey rear extension, single storey front extension and porch.
