6. Reports from Town Council Representatives
a) Transport Representative – Cllr M Stiles
7. For Information
a) P18/S3402/FUL & P18/S3404/A – Amendment No. 1 – 12A Buttermarket – Shop front alterations including installation of four planters, together with installation and display of two fascia signs, two hanging signs and two menu boxes. (Amended plan received 5 November 2018).
To note the amendment shows the hanging signs will be of timber rather than aluminium which is in line with Conservation Area Policy. After reviewing the amendment the Officer’s opinion is that the proposed change would not alter the Town Council’s original recommendation of No Objections – Subject to no objection from the District Conservation Officer.
b) P18/S2958/A – 27 Upper High Street, Letter signage above main window and swing sign – Contrary Decision. The Town Council agreed to Object to the application at the meeting held on 16 October 2018 as the proposals failed to preserve the character of the area and the materials did not conform to Conservation Area Policy.
The District Planning Officer’s report stated the proposal complies with the relevant Development Plan policies and the District Council is satisfied that the proposed advertisements would be acceptable in terms of their impact upon the character and appearance of the surrounding Conservation Area.
c) To note the Town Clerk attended the Licencing Hearing on 9 November 2018 to put the Town Council’s case against the Variation to the SF Connect Premises Licence to allow alcohol off sales 24hrs, seven days a week.
The Licencing Panel agreed to grant the Variation of the Premises Licence. However, a couple of useful additions were added with regard to staff training and keeping records of refusals. The Town Council’s argument for clearer signage was upheld with multiple signage locations defined. BP provided assurances that any problems that may arise as a result of the changes will be dealt with.
d) To note an additional Full Council meeting will be held on Tuesday 18 December 2018, commencing at 6.30pm. The main item for discussion will be planning applications P18/S3596/FUL & P18/S3597/LB – The Elms, Upper High Street – The erection of a ‘Housing with Care’ development (use Class C2) and a communal residents centre; the creation of new public open space; the provision of new pedestrian / cycle links from Upper High Street to Elms Road and Elms Park; repairs and alterations to the boundary walls and entrance of Elms House; and associated infrastructure works and landscaping.
The Planning & Environment Committee meeting scheduled for the same evening will commence on the rising of Full Council and the Neighbourhood Plan Continuity Committee meeting will commence on the rising of Planning & Environment.
e) To note Cllr Fickling attended the Historic Towns & Villages Forum Seminar ‘Under Pressure: Working with the form and setting of smaller settlements’ on 6 November 2018. Information and the link (http://www.htvf.org/PastEvents/) to the seminar was circulated to Members of the Committee on 12 November 2018 via email.
