Minutes of a Meeting of the Planning & Environment Committee held on 28 September 2021 at 6:30pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence
Apologies were received from Cllr Midwinter (personal).
2 Declarations of Interest and Dispensations
Cllr Richards declared an interest in planning application P21/S3909/FUL as she knew the applicant and abstained from voting on this item.

There was no public participation.
There were no public questions put to the Committee.

The Minutes of the meeting held on 7 September 2021 were approved and signed by the Chairman.

6 SODC Draft Statement of Community Involvement
The Town Council had last reviewed the District’s Statement of Community Involvement (SCI) in 2017 and had made around 25 comments. The SCI as presented was now a joint one with the Vale of White Horse District Council and had been simplified. Officers had prepared a report for Members to consider comments that the Town Council could make in response to the SCI consultation. The Neighbourhood Plan Continuity Officer (NPCO) felt that the District Council could go further in deciding who is consulted on planning applications. Properties that are immediately adjacent to the site are automatically consulted, however it is then Planning Officer’s discretion as to who else is consulted. This has, in some cases, resulted in properties that would be directly affected being missed from the consultation
It was agreed that Officers would submit the Town Council’s comments as per the report.
7 For Information
The items for information were noted.
Regarding the pavement licence application at The Swan Hotel, it was noted that the County Council had objected given the loss of a parking bay and lack of protection against vehicle impacts.
It was noted that the Thame Conservation Area Advisory Committee had commented on the bins outside Prezzo and Smoochy Moo Moos. The Chairman advised that she would be submitting photos to the District Council.
