Minutes of a Meeting of the Planning & Environment Committee held on 29 November 2022 at 6:30pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence

Apologies were received from Cllrs Deacock (personal) and Dite (personal).

 

2 Declarations of Interest and Dispensations

Cllrs Emery and Fickling declared an interest in planning application P22/S4118/FUL as Board Members of Thame & District Housing Association and abstained from voting on this item. It was agreed that the Deputy Chairman would chair this item due to the Chairman’s interest.

Cllrs Cowell, Dodds, Emery, and Midwinter have a Dispensation to speak and vote on any matter relating to Thame Museum.

All Members were reminded that they have a general dispensation to speak and vote on any planning application where the applicant is the Town Council, which applied to planning applications P22/S3826/FUL and P22/S3828/LB.

There was no public participation.
There were no public questions put to the Committee.

 

4 Minutes

The Minutes of the Committee Meeting held on 8 November 2022 were confirmed as a correct record, and were signed by the Chairman.

1655 – THAME MUSEUM, 79 HIGH STREET

Demolition of 1980s extension to the former Magistrates Court building (Thame Museum) & new single storey extension with internal alterations to provide new entrance, foyer, library & storage accommodation. To include new steps, ramp, front boundary wall & railings externally to the street.

6 CM/0022/22 – Land To South East Of Hornage Farm Bicester Road Chilton – Erection of anaerobic digestion facility, comprising silage clamps, digestor tanks, lagoons, administrative buildings, landscaping and access.

Post meeting note: The address has been corrected to Land To South East Of Hornage Farm, Bicester Road, Chilton, Buckinghamshire HP18 9SE. There are no changes to the plans.

The proposed anaerobic digestion facility will be located in Buckinghamshire, however the Town Council has been consulted given the potential impacts of Waste and Minerals sites. Members were supportive of the environmental benefits of anaerobic digestion. Concerns were raised with regards to the impact on the Highways network due to increased traffic and activity, particularly as the immediate road network is mainly narrow roads. It was suggested that the Town Council make a comment to suggest improved highways design and maintenance, and reconsideration of the speed limits to improve safety, subject to approval from the County Highways Officer.
