Minutes of a Meeting of the Planning & Environment Committee held on 31 January 2017 at 6.30pm In the Upper Chamber, Thame Town Hall.

1. Apologies for Absence

Apologies for absence were received from Cllrs Austin (Unwell), Emery (Unwell) and Midwinter (Holiday). Cllr Cowell absent without apology.

2. Declarations of Interest and Dispensations

Cllr Stiles declared an interest in planning application P17/S0002/HH as she lived diagonally across from the site. Cllrs Stiles took part in discussion but did not vote. Cllr Bretherton declared an interest in planning application P17/S0029/HH as the applicant was well known to him and did not take part in discussion or vote on this item.

3. Public Participation and Public Questions

There was no public participation.
There were no questions put to the Council.

4. Minutes

The Minutes of the meeting held on 10 January 2017 were confirmed as a correct record and signed by the Chairman.

6. Statement of Community Involvement Consultation

Members noted that further to the emails circulated to all Councillors on 11 January 2017 and 20 January 2017, a separate meeting had taken place earlier this evening to gather further responses to the consultation. It was agreed that responsibility for formulating the response on behalf of the Town Council would be delegated to the Neighbourhood Plan Continuity Officer.

RESOLVED that:

i) The Neighbourhood Plan Continuity Officer be given delegated responsibility to formulate and submit the response to the Statement of Community Involvement Consultation.

7. Reports from Town Council Representatives

a) Transport Representative – Cllr Stiles reported that a meeting of Parish Transport Representatives had not taken place. Feedback had been received from residents at the eastern end of the town reporting that on the whole the 40 bus service was working well. However, on one occasion the 40 bus was full and potential passengers turned away. This was not ideal especially as the next bus was not due for another two hours. The Comet Service was in place but was prohibitively expensive. Cllr Stiles hoped that the Transport Working Group, part of the Neighbourhood Plan Continuity Committee, would shortly discuss the implementation of a hopper bus or similar service.

The items for information were noted.

Further to an email circulated to all Councillors today by the Town Clerk, notification had been received that the road closure on Essex Road had now been put back to 3 March 2017.
